We generally teach newtonian physics to those who are interested enough to take physics in college. That isn't very many people. I guess we maybe teach a little bit to the people in highschool, but that also isn't very many people (at least in my highschool).

Note we also teach things in electromagneticism and thermodynamics which were developed after newton.

High school in Quebec goes to grade 13.

Math and science in grade 13 are equivalent to first year undergraduate in your system.

If it's something you'd learn in first year of college, then high school students with the math/science option do it.
