It's not just money, it's also the mindset of the people with the opportunity. Which will take far, far longer to change. Maybe it will take an entire cultural cycle before that change can occur.
Other asian countries have similiar mindsets wrt money and opportunity. I would think there's some Indians who have exceptional talent in a sport who'd be willing. At the least the ones who are already involved in said sport.

Yeah India is terribly behind in Sports except from Cricket. Cricket is the most top reason for that, nobody wants to send their children to make career in other sport because only cricket will give them more money and all. sports at ptv-sports.pk

So, having partaken in 23 Olympics since 1900, India has accumulated a grand total of 26 medals. Ethiopia has 45. North Korea has 49. Jamaica has 67. Bulgaria has 220.
So you can be piss poor and still bring in medals.
