If we could figure out how to have war without killing people, I'm not sure that's entirely wrong. Technological advancement increases dramatically during wartime, and nations tend to come together to work together rather than divisive internal politics during a (real) war. The economy also improves significantly during and after a war (although with hardship during it due to restrictions on imports and consumption, if it's a significant war).
However, the fact that people die in war precludes this from being a viable solution, of course... if we could get to the point where war was simply robots killing robots, though, it might be an interesting idea
