Even if so, the world was a much more predictable and safer place, because there was a LAW and all opposing sides accepted UN's rules. Now there are no strict, understandable rules (except the rule of the jungle) and there is no mechanism to prevent aggressions.

It's kind of American slang that has oozed out to the rest of the English speaking world. It means a person was lazy and did half of the job taking no pride in their work. It is not a phrase you would use in polite company.
