They don't. As long as one of your parents was educated in an English school in Canada, you can go to the public English school.

Immigrants though (because they obviously haven't been educated in a Canadian English school) have to go to French school.

It's an elementary school -- no way in hell do they have the resources to offer more than one foreign language. So why shouldn't they pick the languauge most kids in Texas will actually need? No different that teaching German kids English.

And I hate to tell you, buckwheat, but English is the language of the world. Not Spanish, Cantonese, French or Gaelic.

No, seriously, I agree with you: they should be requiring English as well, obviously. But it's good to teach a foreignn language in elementary school, and there's nothing wrong (and lots that's logical) about it being Spanish.

Incidently, my guess is that they are teaching English, and they're just calling it something else -- most likely either Reading or Language Arts.
