That only makes sense. Most of the rifles found would probably have been from the casualties of Pickett's Charge. They'd have been killed by artillery before they'd gotten into rifle range, so of course the rifles would be loaded. Even if the rifles had been fired, the soldiers would have then reloaded them.

Actually, when using volley fire you can not hear your weapon fire, and in the violence of a few hundred black powder muckets going off many times you can't distiguish as to whether your weaopn fired at all.
Add to that the fear of death and the confusion combat and in many cases soldiers, not realizing their weapon had not discharged, reloaded again over a misfire.
