This punishment is a bit insane despite it's according to current cultural behaviour wich the girl of course should have been aware of. IF she had adapted, there wouldn't have been a problem.

The US has a similiar problem with youths that don't want to play by the rules :

In an effort to make their environment a safe and comfortable place for all students, A Virginia middle school has iimplemented a "no touching" rule that bans all form of physical contact -- from fighting to hugging.

The school principal says that the rule allows students to have their "personal space protected" and argues that many students don't understand what is acceptable touching behavior -- and therefore it makes sense to just ban it all. Others say the school has gone way overboard, though. A grade 7 student who was sent to the Principal's office for hugging his girlfriend complains that hugs are "a good thing" and that students should be trusted to have some kind of understanding of limitations.

I comprehend that the school is covering its butt, I get that. They don't want a greasy grade 9 Casanova groping all over a scared Grade 7 student, they don't want threats of legal battles and harassment. But first they banned recess and now they're banning hugging and all that will be left of school is Math and bullies. I'm not so sure I'm for this.

Currently, the punishment for hugging isn't so severe, but given time it could reach a reasonable level.
