        Actually, Bhutto never was head of state (she was Prime Minister), and doesn't want to be head of state either.

          Head of state was just useful shorthand for head of state, head of government, former head of state, former head of government, etc. It wasn't meant to be technically accurate.

              I get that. But it's not like the President would suddenly have the power to become a dictator and arrest all the Democrats if he took on the job of the JCS.

                  Command means something very specific in the military. For instance the JCS is not in command of anything, it is in fact illegal for them to have command of forces.

                  Operation and administrative chains of command are entirely seperate.

                  So as we consider it, a president has not been in command of forces since George Washington. I don't know if a president has the athority to do that now.

                    I get that. But it's not like the President would suddenly have the power to become a dictator and arrest all the Democrats if he took on the job of the JCS.
                    For the same reason the JCS themselves can't do it, because the administrative and operational chains of command are seperate.

                              Well, thats the point, nobody. But I suppose if you could convince enough operational commanders, and all their subordinates actually follow orders against the law and their oaths you could physically do it. But you would have to do it with out the service Cheifs of Staff and the JCS knowing about it, or convince them to go along too.
