                    Pardon me while I yawn.

                    Obviously more boots on the ground = safer Iraq. No serious person ever disputed that.

                    But more boots on the ground |= "the surge." As Zkrib point out, the surge was a strategy to reduce violence with a temporary increase in US troop strength; during that time, the Iraqi government and security forces were supposed to step up to the plate so that they could make the reduction in violence permanent. That hasn't happened.

                    The success of the surge -- and this is Bush's metric, not mine -- can only be measured next Spring, once we withdraw the extra 30,000 troops. If, at that point, violence remains at the same level as when our extra troops were there, then you can say the surge worked. But given the state of the Iraqi government and security forces right now, no one thinks that's going to happen.
