    Putin does not rule out premiership if United Russia wins December polls

    MOSCOW. Oct 1 (Interfax) - Russian President Vladimir Putin considers a proposal by delegates at the congress of the United Russia party that he become prime minister as quite realistic.

    "Heading the government is quite a realistic proposal but it's too early to think about that," he said in his speech at United Russia's congress on Monday.

    This requires at least two conditions: first, United Russia must win the December 2, 2007 parliamentary elections; and second, the new president must be a "decent, competent and contemporary man", Putin stressed.


    I'm pretty surprised actually. I thought he would just figure out a way to get another Presidential term.

        The mechanism isn't unseen before. I think that Slobodan Milosevic in Serbia was first President of Serbia and after two terms ran out President of the union of Serbia and Montenegro. All power was with him, no matter the name of the function.

          I think the idea is for Putin to be a PM for a term, and then run for President again in 2012.

            So - let's hear from all those people who said that noooo, Putin was democratic, he would not try to hold on to power and that even thinking that would be preposterous.

                I never said Putin was democratic , all I said is that I don't think he would be a president for a third term and that I expect he would be running Gazprom after this term ended.

                Anyway, there is no reason for him to remove himself from politics completely. US presidents have political careers spanning decades (as congressmen, vice-presidents, presidents...) so why should Putin have to retire immediately?

                          Yes. In 1874, Andrew Johnson made it back to the Senate. This was after losing an election in the Senate and then the House.

                          Don't recall about any others.

                          The US presidency is a completely different institution than the Russian presidency, of course. The US presidency is an office without much power beyond that of the bully pulpit.
