Looks like Germany is trying to thread the needle - trying to avoid confronting US-UK-France, but trying to at least defer a new UNSC resolution.
Im not entirely sure how the proposed EU sanctions square with the UNSC resolution. The intent, IIUC, is to pressure Iran even if Russia and China prevent a new UNSC res. I presume Germanys stand, while positive on the euro santions, would at least mean waiting for the next IAEA report and a delayed UNSC discussion. I dont suppose thered be any reason to flat out oppose UNSC sanctions and yet support EU sanctions, though trying to avoid a bruising fight on the UNSC floor with Russia and China may be a consideration.
OTOH we dont usually have those anyway - at least not to the point of taking a resolution to a vote and forcing a veto. Folks only seem to like forcing US vetos.

Turks in Germany probably spend lots of euros voting for Turkey (votes are by phone or SMS, right? You can vote many times that way). For them it's probably a matter of great importance.
On the other hand Croatia and Serbia share some culture and tastes and it is not limited to immigrants or minorities but crosses ethnic boundaries due to there being no language barrier.
