While it is good, it has also bad aspects. De facto it makes Hizb Allah stronger, and also iranian influence.
What makes Hizbullah stronger is the fact that Syria assassinates legitimate Lebanese politicians, and freely grants Hezbullah rockets and arms like it never did before.
Despite idiotic, short-sighted israeli policy towards it, which Bush did nothing to stop.
With Hussayn gone, there is hardly a reason for persian-syrian alliance but the threat of Israel and USA.
There was a historical chance, "thanks" to the war on terror and fall of Saddam's regime, hostile to Syria, to draw Syria closer to the west. But USA and Israel did everything to push Syria deeper and deeper into Iran's embrace. You call that success?

Syria did all it could to distance itself from the west by:
- attempting to enslave Lebanon and ruin its chance of democracy and freedom
- actively promoting palestinians groups to escalate against Israel, and make any advancement impossible
- actively promoting instability in Iraq and sending hundreds of jihadist trainees through it's Iraqi border.
When it comes to financial pressure - every false move of Israel and USA, and they make them a lot, sends milions of dolars to the terrorists. Bush, fighting them the way he does, gives them raison d'etre

Yes, because we all know that prior to the Iraqi invasion terrorists got no money or moral support.
It's the "fighting terrorism encourages more terrorism" bull**** argument.
Fact is that it is much harder for muslim charities to raise money in the west, and channel it to terrorism.
Money donated to the palestinian government can no longer finance terrorism.
Money laundering by Hezbullah, AlQaeda and associates is much more difficult than before.
Even moderate muslim countries began overwatching where muslim charities channel their money.
