I think a good portion of the "$$$ from blue states to red states" effect is because of the Senate, which gives Wyoming and North Dakota as many senators as New York and California. Thus, rural states tend to get more pork per capital then urban states.

The second largest being in Mississippi (the third, fourth and fifth being in Maine, Texas, and Connecticut respectively. In fact, the vast majority of the countries military infrastructure and forces are in "red" states.
