In a way it is correct.
If sex (and maybe after her first sex the pure thought of it) causes the woman only pain and no pleasure at all anymore, it is less likely that she want to have it with another man (well, I assume she would also prefer to not even have it with her own husband).
So for men who don´t see the women as equals but as their possession (and maybe as pets or subhumans) it might be an acceptable way (and is obviously so ingrained into the culture of some tribes, that even the women don´t think anything about doing this to their daughters, but instead even see women who haven´t undergone such a procedure as whores)
