Actually neither. Egypt was conquered first by the Hyksos (~1700BC), then overtaken by Libyan mercenaries(~1000BC) and Nubian kings (~750BC), later by the Assyrians (~670), and THEN came the Achaemenids...
I wasn't particularly interested in which outside power was the first EVER to wrest control of Egypt from an Egyptian born ruler. This is the statement I was replying to:

More to the point, I think if I know that Cambyses defeated Psammetichus, I'm likely to know that the Assyrians and the Hyksos (and the Nubians) preceded the Achaemenids.

2.66 Apolytoners voting every of these 32 days would have been enough to reach the present result (ignoring the 10 points error).
As a consequence, the other 30 voters (or possibly more) have wasted around 900 votes only for cancelling each other votes.
I wonder if this curious game could be a version of the prisoner paradox; it is likely better not to vote for your preferred civ in order to avoid attracting negative votes, whereas your negative votes are always on the civ with the smallest figure.
