There are lot's of things police can do to head off trouble. Many of those things are authoritarian. I'm sure that gives you a woody, but not most of us.

The police were not "trying to get to safety." They went through the line because their cover was completely blown. Mission failed due to incompetence.

One would go towards the police, but they weren't in a hurry to do that. That's why people believe they were trying to provoke an attack on the seniors. Why didn't they go straight through the line?
