I'd vote for Teddy or his cousin Franklin.
Teddy was NOTHING compared to Taft. Who busted more trusts in 4 years than Teddy did in 8. In fact, Teddy came to run again because Taft was going after a trust that Teddy made a deal with (US Steel, IIRC).
Anyway, any ex president would have to be briefed on a whole HELLLL of a lot of stuff (nukes to start).
I think I'd pick Truman or Taft for the job. I'm not sure the pre-20th century ones would even be able to comprehend what has happened to the world or the government of the US even with massive briefing.“I give you a new commandment, that you love one another. Just as I have loved you, you also should love one another. By this everyone will know that you are my disciples, if you have love for one another.”

Lesser known? James Madison? If his university is any indication, we should have repeals of all these puritan sex laws and lower the drinking age."Yay Apoc!!!!!!!" - bipolarbear
"At least there were some thoughts went into Apocalypse." - Urban Ranger
"Apocalype was a great game." - DrSpike
"In Apoc, I had one soldier who lasted through the entire game... was pretty cool. I like apoc for that reason, the soldiers are a bit more 'personal'." - General Ludd

And said he'd serve 1 term and actually did it.
One of the few US presidents who followed through with all of his campaign promises.“I give you a new commandment, that you love one another. Just as I have loved you, you also should love one another. By this everyone will know that you are my disciples, if you have love for one another.”
