Teddy was NOTHING compared to Taft. Who busted more trusts in 4 years than Teddy did in 8. In fact, Teddy came to run again because Taft was going after a trust that Teddy made a deal with (US Steel, IIRC).
Anyway, any ex president would have to be briefed on a whole HELLLL of a lot of stuff (nukes to start).
I think I'd pick Truman or Taft for the job. I don't know anything about him except that his fort is a real ****hole. Why Polk? He developed the policy of Manifest Destiny, that the U.S. should stretch from sea to shining sea. But that meant walking over Mexico and/or Britain. So he picked quarrels with both of them. 
He was smart enough to back down from Britain ["Did we say 54 40 or fight?! Naw, must have been a typo"], and kicked the snot out of Mexico.
