Yeah, that was Burnside. He said he lacked the capabilites to take command of the entire army when it was offered. Later, command was practically pushed upon him and he only took it so that he would be obeying orders. After Fredericksburg he asked twice to be removed before Lincoln finally agreed. Sadly the Union couldn't find a decent replacement and he was replaced with Hooker who wasn't much better.

See, I'd say that was a bigger mistake by Lincoln than McClellan's appointment. Mac had his faults, but he was a reasonably competant (if uninspired) general. Burnside did lack the capabilities to command an army, and TOLD Lincoln precisely that. Abe ignored him, and got a frontal assault on a well-fortified position for his trouble.
