Russia puts all its resources into armament and self-presentation. Germany cannot afford this because although we have a bigger economy we spend a lot on making our people lead good lives also, which Russia has never bothered with.

And in spite of all of this, Germany still maintains higher defense spending than Russia.

No, it's the Nickname for the SUNBURN. The SHIPWRECK can be spoofed by the SLQ-32. Problem is that the SUNBURN has a significantly shorter range than most of it's Russian counterparts, and in any event it's kinda a one shot deal....sure you'll take out a vessel, but American naval power what it is means that no Russian vessel would get close enough without being destroyed once the war starts.
