Obviously NOLA hadn't been hit by a real hurricane recently, or it wouldn't have been there for Katrina to destroy. As has been said in this thread already, Katrina wasn't even that strong by the time she landed. When was the last hurricane that hit Louisiana dead-on, prior to Katrina? It would have made sense for them to be more prepared, of course, but they had not been gang-raped by hurricanes the way Florida has been and probably will continue to be in the foreseeable future. So they weren't as prepared.

One quibble - regarding the "Katrina wasn't that strong when she hit" thing. It was my understanding that, although the wind speed had dropped into Cat3 territory, the storm surge was still that of a Cat4/5 storm. And it was the storm surge that was the problem.

New Orleans wasn't prepared due to the incompetance of various government officials (local and state level, mainly). Anyone with half a brain knew that if a strong hurricane did hit New Orleans, bad things were going to happen. Instead of preparing for that, they did... well, it's not really clear to me what they did. But it wasn't nearly good enough.

I remember watching a show on the Discovery channel about what would happen if NO got hit by a strong hurricane and if oil production was destroyed in the gulf. Apparently the good people in charge missed that show. People have known about what would happen for many many years. This should have been no surprise.

I saw that too, as did many others here. How the officials in charge missed that I don't know. Well, actually I do: they knew it, but stuck their heads in the sand and spent the money on other things.

You obviously weren't paying much attention in the run-up to Katrina. The reason Katrina cause so much damage wasn't its strength, but how it passed by Lake Pontchartrain. Katrina's eye passed just to the east of Lake Pontchartrain, which allowed its winds to push a huge amount of the lake's waters onto the levees. If Katrina hadn't hit in that exact spot, it probably wouldn't have done that much damage to New Orleans, much like all the other large hurricanes that have hit Louisiana over the years...

Anyone with half a brain knew that if a strong hurricane did hit New Orleans, bad things were going to happen.

It wasn't that simple. A strong enough hurricane had to hit New Orleans in the right manner for the levees to be breached. They still should've prepared better, but the odds of a hurricane hitting the sweet spot were pretty low.
