My vote is still with him losing focus. But as for the touching people unfreezing them idea, I think he can control who he does and doesn't want to freeze. It isn't an indirect effect.

I don't think we have a clear idea of the relationship between Linderman, Ma Patrelli, the Eric Roberts guy's organization, and Hiro's dad.
I am quite skeptical that they are all in the same organization all pulling in the same direction for the same objectives. There has to be more complexity there.
Also remember that Patrelli is in league with the Haitian, and the Haitian is working against the Organization.

Bennet is probably the only one who is legit from the organization (well, him and the invisible man, what's his name). The rest have some other agendas and we can't be sure what until we know what the long term outlook for the plan is.“I give you a new commandment, that you love one another. Yeah, it doesn't have to be Ted. But why take the risk, unless he either knows it isn't Ted, or knows it is Ted and wants it to happen?
One last thought, and I'm off to work for the night:
Remember when we first met Ted, when Parkman and that FBI chick were tracking him, and he said something like, "Maybe if you shoot me, I go off like a bomb and take out the whole city," implying he'd totally lose control and might explode?
What if that is true? What if no one explodes, unless someone tries to kill them? I.e., Sylar doesn't explode unless stabbed by Hiro, Peter doesn't explode unless shot by Claire? What if's Isaac's paintings are self-fulfilling, that only by trying to stop the exploding man, the exploding man explodes?

The clips for the next episode showed Peter in a less distressed demeanor probably meaning that he didn't blow up or get shot in the head.
I see that I was right about Sylar eating brains.
Personally, I don't think the bomb will go off. For one, the show is called Heroes, not Losers. Another, they probably wouldn't want to lose the NYC backdrop for season 2.
