Well the theory is that at 15 although your body is capable you aren't really mature enough to cope mentally. I think it varies greatly from person to person. What it definitely does cause problems with is getting educated and early work experience. Young mothers can get through this, and some become very successful, but it's a hell of a lot more difficult than if you aren't a mother and many more fail than succeed.
It's quite a modern concept though, now we in the west live until we're 80 odd there's plenty of time to have kids, when life expectancy was mid 30s it was important to get reproducing early.
Here in the UK age of consent is 16, and you can get married then, have kids etc. Not a huge difference from 15.
