Even GePap admits that the surge has improved the security situation in Baghdad. You're going to have to come up with better spin than this if you want to be taken semi-seriously.

Since the "surge" is taking place in Baghdad and didn't even begin until the middle of February, I don't see why you would try to judge it's success based on the change in civilian deaths from Jan. to Feb. in the whole of Iraq unless you were purposefully trying to ignore and/or obscure the numerous reports out of Baghdad reporting a large drop in murders and other signs of sectarian violence...
Regarding the time period, it's true that I used an imperfect comparison, but I haven't seen anything better. Which report are you specifically referring to (i.e. one that splits up February)? This endeavor is absurd considering that the surge just started, but since you brought it up...
As for Baghdad vs. the rest of the country, it's hardly an improvement if sectarian killings are simply moved elsewhere in the country.

BAGHDAD, Iraq -- The Baghdad security operation has been under way less than three weeks, but it has already registered a success: a sharp drop in the number of bullet-riddled bodies found in the streets -- victims of sectarian death squads.
The number of bodies found this month in Baghdad has dropped by nearly 50 percent to 494 as of Monday night, compared with 954 in January and 1,222 in December, according to figures compiled by The Associated Press.
Since the crackdown was formally launched Feb. 14, AP figures Monday show 164 bodies had been found in the capital. The AP counted 390 bodies during the same period in January.

There was something like a drop of a five percent per day in civilian deaths (in all of Iraq) between January and February. It seems pretty silly to attribute a change that small to anything...
Ive been listening to NPR, and even they give a different impression. Fewer total civilian deaths in Februray than in months. Dramatic decreases in the number killed in sectarian kidnapping/torture.
Its true that the number of car bombings has stayed high, and there has been little or no drop in violence OUTSIDE Baghdad.
Beyond that are the political changes . The oil deal. The dismissal of the pro-death squad dep min of health. Dismissals of thousands of officials tied to militias. Suggestions of a cabinet reshuffle, long awaited.
Too soon to say, but some good signs.
