    NEW ORLEANS – Only $1 billion of the $77 billion the city is seeking from the Army Corps of Engineers is for infrastructure damages it says it suffered because of levee breaches during Hurricane Katrina. The rest is for such things as the city's tarnished image and tourist industry losses.

    The city "looked at everything and just kind of piled it on," Mayor Ray Nagin said.

    "We got some advice from some attorneys to be aggressive with the number, and we'll see what happens," he said.

    New Orleans has joined big business and thousands of homeowners in filing claims seeking compensation from the corps for damages sustained when the levees broke during the 2005 storm, flooding 80 percent of the city.

    The claims allege poor design and negligence by the corps led to the failure of flood walls and levees.

    The city attorney's office also considered such things as "decreases in the city's image, tourist industry activity and potential business industry, losses in the tax base and generated revenue, and a decrease in the city's overall population," in making the assessment, according to a statement from City Hall.

    A spokeswoman for the mayor could not explain how the city quantified losses not tied to infrastructure. A 43-page form filed with the corps, reserving the city's right to sue for $77 billion, also provides little insight. It does not quantify "loss of tax revenue," for example, and supporting documents for city-owned properties, such as a police crime lab and libraries, omit any estimates of property values of flood-related damages, The Times-Picayune newspaper reported Saturday.

      Why seek this from the Army Corps of Engineers? Why not just get a Louisiana congressman to tack $77B in pork onto a bill, like this kind of thing is supposed to happen?

                Well, designing levees which can withstand a Force 3 hurricane in an area that is subject to Force 5 hurricanes isn't too bright.

                On the other hand, IIRC, a lot of problems came from a failure to maintain by the city's nepotistic levee board.

                    Hmm. I sure do hope the "good" folks in New Orleans realize that the U.S. Army Corps of Engineers receives most, if not all, of its funding from the federal government.

                    In other words, taxpayers, including those in New Orleans and Louisiana. As one of those taxpayers — who happens to live in the Upper Midwest — I'd like to see a whole helluva lot more *accountability* from the so-called leaders in New Orleans and Louisiana for the disaster assistance they've received or are slated to receive before they get another dime.

                    I've read one too many wire stories about endemic corruption in that part of the nation — FEMA being bilked out of $1 billion by unscrupulous folks comes to mind immediately — to trust them with more taxpayer money.

                    Furthermore, weren't the levees built by local contractors? So shouldn't these businesses, most of which presumably have deep connections to New Orleans and Louisiana, bear a large part of the blame for using substandard and shoddy building materials and/or practices?

                    In short, my sympathy for New Orleans is starting to wear thin.

                      When are they going to sue the LA congressional delegation as well? Seeing as how the Army CoE is controlled almost entirely by Congress, it would seem to be the most logical step.

                          Corps of engineers failed to design the levees properly, not local contractors.

                          Yes, there is corruption in the city. But if the Corps is liable, and I think it is, then the city deserves the money. Analagous situation: You damage my property, I sue you. You cannot claim in defense that I am a moron and would misspend the money. I get the money for the damage you caused.

                          Also, Nagin renowned for cleaning up New orleans corruption since his election.

                          Learn your facts before you go off on denying a ruined city a chance to come back, *******.
