Strictly speaking, you're wrong. Corby had already lost out before any diversity factors were taken into consideration- the move away from Corby was driven by economics and the directive to the public sector to increase efficiency wherever possible.

However the diversity issue was one reason for Leicester's success. Hardly a major reason, however- strip out that factor and the move still makes excellent sense.

So playing a sob story for Corby is pretty futile all round.

Whether it was a reason for Corby missing out or for Leicester's success...that's just splitting hairs. Either way, race is being cited as a factor.

I have a serious problem with that, actually.

IMO, the public sphere (your prisons aren't utterly privatized, I hope) should, among other things, balance the territory. By leaving Corby, the prison service contributes to making the town into an even worse ****hole.

Which is my point, I live relatively near Corby. As an ex-mining town, some public-sector jobs were sent there to ease the unemployment issue. However now it's near national average, I can see the justification for moving to Leicester, hardly the most prosperous part of the UK.
