Why not? If public sector employers are committed to improving diversity in their workforce (particularly the Prison Service which has a long-standing reputation for institutionalised racism), why deny them a pragmatic step towards achieving that?

I'm a bit confused here. Are they moving an actual facility or just firing folks and hiring others? If it's the first why would property values matter if they've already built the facility? If it's the latter why would property values, transport links and general educational level of the population matter? It's up to the employee to pay for his housing and find a way to get to work. Regardiing the general educational level are they confessing to having hired unqualified people? If they already have qualified people who cares what the average educational attainment in the community is? Furthermore, why can't English people commute to work? Here in the US people sometimes commute up to 100 miles to get a decent job."I say shoot'em all and let God sort it out in the end!Comment

True, although business parks aren't the only way to have commercial property. I admit I don't know the details of the commercial property markets there, but I'd be surprised if prices are hugely different.
