If it's the first why would property values matter if they've already built the facility?
Because they'll sell their existing property in Corby, buy a cheaper one in Leicester, and pocket the difference.
Regardiing the general educational level are they confessing to having hired unqualified people? If they already have qualified people who cares what the average educational attainment in the community is?
Turnover of labour. In an area with lots of graduates it's easier (and less expensive) to hire good staff.
Furthermore, why can't English people commute to work? Here in the US people sometimes commute up to 100 miles to get a decent job.
They do here too, but not for the type of money the Prison Service tends to pay.

Levels of suitably-qualified graduates is a factor taken into consideration by all major white-collar employers when looking at potential relocation. Corby is one of Britain's less-qualified towns.
