Actually, if Venezuela had been ruled by the old clique, I strongly doubt the Venezuelan poor would see much difference with the oil spike.
There are quite a few oil regimes out there, where the poor barely benefit from the immense wealth of their country. Saudi Arabia is an obvious example.

Is it? I might be misinformed, but I was of the impression that oil money had dragged the greater part of the Saudi populace out of the middle ages.

"the poor" have never benefited from oil. look at saudi arabia, russia, iraq, iran, venezuela, all countries have dictatorships and large quantities of poor because of oil. the only thing the poor can benefit from is improved government, education, better health, foreign investment and traning, not cash handouts of oil profits.
now look at estonia, lituania, ireland, singapour, taiwan, s. korea, all these countries have no natural resources yet all have grown a 10%+ per year in their history. you will never make a poor country rich by handing out oil profits. around 70% of a country's wealth comes from workers salaries, not capital profits. you need to make jobs for the people.
