                Western states have assumed nothing. In fact they seem to have a leaning towards Christian institutions, such as the Church of England here, which still has representatives in the House of Lords, the Queen is still the head of the C of E, etc, etc. In a secular state, the government should not even consider religion or work with it in mind. Unfortunately if you remove religion, you have atheism...that is the meaning of the word after all, absence of religion.

                  in another words, what is said to be religious neutrality of the state, sometimes seems to be having atheism as state religion

                          I guess it's perfectly legitimate to censure them, then. In free countries we consider atheism a religion, and it's protected by our laws guaranteeing religious freedom. What would you know of that, though, living in a country so backwards it doesn't even have a rudimentary separation of church and state?
