A quick Google search shows both "I will strike..." and "I shall strike...". At any rate, it's clear that Jules would have no problems with using "shall" in a sentence.

No, I can't see Samuel L. Jackson ever saying "I shall [anything]"

Given Jules' propensity for quoting scripture, it's likely Samuel L. Jackson uses "shall" at some time during Pulp Fiction. And given the number of roles he's played over the years, the odds are pretty good he's used it in other movies, too. It's certainly not something so unbelievable that you "can't see" it happening.
