  • Breakthrough with North Korea?

Man, I hope this report is accurate...

SEOUL, January 22 (Itar-Tass) - Pyongyang has agreed to suspend all its activities in the nuclear sphere, including its reactor in the Yongbyon research centre and allow the International Atomic Energy Agency (IAEA) experts to conduct monitoring of its atomic facilities as the first step towards dismantling its nuclear programme. Such agreements were reached at talks in Berlin between the US and North Korean chief negotiators at the six-sided Korean Peninsula denuclearisation talks, the Chosun Ilbo newspaper reported here on Monday.

During the consultations held in Berlin in recent days, head of the North Korean delegation Kim Gye-gwan told US Assistant Secretary of State for East Asian and Pacific Affairs Christopher R. Hill that in exchange for this move the North hopes to get from the United States economic and energy assistance, as well as guarantees that Washington will unfreeze North Korea’s accounts in Banco Delta Asia in Aomen (Macau) worth 24 million US dollars.

The issue on the American sanctions lifting will be discussed during separate bilateral talks between the United States and North Korea schedule for February. Pyongyang will start the fulfilment of its obligations after all conditions of the agreements are coordinated at the next round of the six-party talks that are planned to be resumed in early February. Pyongyang and Washington have also agreed to use the term “monitoring” instead of “inspection.”

Chosun Ilbo writes that the North demanded from the United States to consider the issue of the transformation of the truce that put an end to the Korean War of 1950-1953 into a peace treaty parallel to the implementation of the above initial agreements, to which the American side has given a positive answer. The two Koreas are still technically in a state of war.

It'd be great if we can really get the North Korean nuke program dismantled. I'm very sceptical, though. We'll see...

There has been a lot of activity in the last couple of weeks. The talks were moving too fast and the conditions were so "hypothetical" that the papers couldn't keep up.

We'll see. Even this report is rather vague.

I'ld say its time to redeploy those US advisors in South Korea over the horizon.

I'm skeptical that this will work. One side or the other will probably reneg in some way. Either NK will secretly keep working on their program or Congress will cut the aid we promise, or both. Just like the last time 'round.

Still, 'tis probably better than calling each other names.

So once again, they'll quit if we give them money.

That'd be great if they actually do quit. Making sure they do so is the real trick.

I wouldn't say it'd be great. It would be a decent outcome, but we'd still be the victims of blackmail writ large.

Giving in to blackmail to get what we want is the best possible outcome in this case. You're not being realistic if you think otherwise.

Y'know what I'm surprised not to see? NK was insisting on guarantees from the U.S. that we would not invade or try to have the NK government overthrown. I wonder why that's missing?

It's not necessarily missing. This is just a vague report on the details of an agreement.

Another report that seems too good to be true...

IRAN’S supreme leader is considering a change of policy on the country’s nuclear programme in an effort to defuse growing tension with the West, according to senior sources in Tehran.
Alarmed by mounting US pressure and United Nations sanctions, officials close to Ayatollah Ali Khamenei favour the appointment of a more moderate team for international negotiations on the supervision of its nuclear facilities.

The move would be a snub to the bellicose president, Mahmoud Ahmadinejad, whose threats to destroy Israel have left Iran increasingly isolated and facing a serious economic downturn.

Tehran sources said the impetus for a policy switch was coming from Khamenei, who has ultimate power over Iran’s foreign policy, security and armed forces.

Khamenei is said to believe that Washington’s aim is not only to halt Iran’s nuclear programme but to overthrow the regime.

He also considers the national interest is being undermined by an inexperienced president whose rhetoric is unnecessarily inflammatory.

Under proposals now being debated, an international group made up of the permanent five members of the UN security council, plus Germany or a nuclear power such as India, would oversee and monitor Iran’s nuclear programme.
