The top leadership and his sycophants are convinced the boss is infallible, while the more pragmatic elements of the Bush administration see no problem in blowing up some poor darkie village where there may or may not be a terrorist, as long as it strengthens your political base.
After all, it's not like the American public cares about dead foreigners, especially when one can ever so subtly pluck at the heartstrings of revenge and racism (eg. Foxnews' "scurrying like rats" comment on the victims of the airstrike).
