Apparantly, the city of Paris won't allow H&M to open a store on the Champs-Elysées because it would degrade the reputation of the avenue.

Don't local governments everywhere pick and choose which business can move in via buildings permits and the like?

I know walmart was prevented from expanding into my home town on several occasions (although it eventually built a store just across the city line).

                      • Maybe, but to assert an H&M store would degrade the standing of a shopping street is just as preposterous as the distinction between "fake" and "real" bread.

                        • MacDonalds were not allowed to open in salubrious Hampstead, North London unless they skipped the vulgar red plastic sign.

Quite right too. The brown alternative looks much better, and doesn't damage the feel and character of the high street.
