1) There's nothing in the Constitution which forbids Americans to talk to non-Americans. There might be some statute about not talking to terrorist organizations, but Hamas is now also a recognized political party in Lebanon.
Two minor quibbles:
1. Hamas is a Palestinian party. You might have confused it with Hezbullah. Both are considered terrorist organizations by the US.
2. It is against the law to give any material aid to organizations the US considers terrorist organizations. Whether talking to someone constitutes material aid is unclear.

Much as I hate to admit it, at one point that article mentioned that "a Palestinian official" claimed that talks between Hamas and members of the Democratic Party had taken place. It has been edited since then.

Here's what I would bet happened, based on some first-hand experience with both Third World officials and foreign media:
1) A (as in one) Palestinian official did indeed talk to a (as in one) Democratic politician. They might even have been talking politics, though they justs as easily could have been comparing notes on the best Russian hookers in Jerusalem.
2) The Palestinian official, in a fit of self-important hyperbole common to all leaders ruling hopeless crapistans, blew this meeting up to be "talks between the Democratic party and Hamas."
3) Somebody called the Dems for comments, got a swift correction, actually bothered to fact check, and pulled the quote.
