1) There's nothing in the Constitution which forbids Americans to talk to non-Americans. There might be some statute about not talking to terrorist organizations, but Hamas is now also a recognized political party in Lebanon.

2) They might be talking about potential paths to peace in the Middle East, and/or how to get Hamas to give up its demand that Israel be wiped from the face of the planet.
