The purpose of the national sales tax was to replace the 13.5% Manufacturers' Sales Tax (MST) that the federal government imposed at the wholesale level on manufactured goods. Manufacturers were concerned that the tax hurt their international competitiveness. The GST also replaced the Federal Telecommunications Tax of 11%.

The GST (tax on purchases) replaced the FST (a tax on manufacturing).

Entering into free trade with the US and keeping a tax on manufacturing that did not effect imports would have been suicidal.

The political issue was a windfall for Chretien. He could wail about the thing, and promise to kill it, because nobody knew there was an older, higher tax that it replaced. He could then promptly ignore himself because the Tories had self-destructed.

It was a manufacturing tax, but it was called FST when I was having to collect and send money to Ottawa for the privilege of producing valuable goods in Canada. The nerve I had.
