I think there should be a tax on gum to pay for all the clean-up. I live on a major tourist high-street and its everywhere. After a while it sort-of fossilises into a dark blob, and the blob-density increases every month.
Dog owners who let their pooches foul the pavement without cleaning it up should have their noses rubbed in it. That should teach 'em.
