It won't work because there is no economic incentive to go smokefree over smoking. Thus the status quo will remain.

then are you suggesting that the number of licenses should be limited? otherwise what disincentive is there for the bar owner to apply for a license?

Cost is the best because then its the choice of the owners whether they go smokefree or not. If its a quota system then its the government regulating it anyways.

Why should there be an economic incentive to go nonsmoking ? If, say 75 % of the population is nonsmokers, then 75 % of those that want to run a bar must be nonsmokers - that's a simple administrative thing and if there are too many applying for smoking, then make a toss of a coin wich are to get the licence.

I'm glad to hear that the Tubes says the same - it makes my pov just more reliable (haven't had the energy to read those 400+ since my first post ).

Tubes idea was that bars that go smokefree get the same tax break as bars that don't go, whilst bars that have nonsmoking and smoking sections don't get a tax break.

Population of smokers will change. What happens in those places where there are not enough people to warrant more than one bar? How long does a license last for?
