I agree. Lots of cops target out-of-state drivers because they are usually gone by the time their hearing come up, so (a) the don't fight the ticket and (b) it's an easy source of revenue.

I learned the hard way never to park in Santa Barbara, California if you don't have a front license plate.

Actually, this is a two-part question:

(1) the statute of limitations on the government to bring a court action to enforce the ticket. IIRC, in Calif. that's ten years (but as a practical matter, it's usually taken care of in a few weeks).

(2) Once the court renders a judgment, how long is the judgment good for? In California it's 10 years, renewable for another 10 years.

I was taught that when you pass, you are supposed to get up as close as possible behind the person before making the pass, so as to minimize the amount of time you are in the oncoming lane. You were also supposed to move back into your own lane as soon as you were clear. Maybe things have changed.

As for the stickers, that one you should be able to fight. It's a Texas plate with Texas stickers, and so it should be displayed according to Texas law.
