By "Post Captain" do you mean the CO of a ship is called captain, even if that's not his rank? He's never called captain in the show. And technically in the Colonial Fleet this would be a demotion for him. I consider their rank of "commander" as equivalent to "commodore."
On Earth there is a tradition of calling the person in charge of a vessel a captain, even if their official military rank is not captain. For instance, some smaller naval vessels can be commanded by people who are actually lieutenant-commander in rank, but are captains of their ship. (I don't know if such people are addressed "Captain" or by their rank, though, it might depend on the navy in question.)
There's no such tradition in the Galactica universe, but that shouldn't stop us from grouping Adama together with Picard. Ron Moore's just trying to break the mould (perhaps a bit forcefully) by taking up "commander".Cake and grief counseling will be available at the conclusion of the test.
