It's insane. Unless the isreali government really does prefer in some perverse way that the pals attack civilians rather than it's soldiers in uniform.

Heck, it could be a line in the sand, if it's enforced it doesn't have to be impressive to be effective.
. The presence of a casus belli doesn't magically mean war is a good idea.
