Admittedly, both teams went into a foul frenzy but often-times it is poor refereeing early thats sets the stage for that. I missed the first 20 minutes of that match so I don't know what happened there but by the second half BOTH teams were doing very very stupid and silly things

If you watch most Portugal or Netherlands matches, you'll realize they normally don't go nuts. Any match has the potential to get crazy if it is allowed to, but the ref has to calm people down.
