      anyone who wants US citizenship is already required to learn english,this is what makes the law ineffective. It also makes calling the law racist absurd.

                    This is just stupid. Nearly everyone tries to learn English who moves here. The ones who don't are mainly the elderly, who just aren't going to learn a new language. But English is one of the hardest languages to master, so if we are going to be democratic, we ought to make society and government liveable for those who are learning English but don't know it yet.

                    And before any Texans give me any ****, remember I live in South Florida.

                    Anyway, what about Puerto Ricans, American Indians, and Pacific Islanders. They didn't ask to be part of America (well, some of the Pacific Islanders did). We took them over. Why should they be forced to speak our language?

                              Puerto Rico can vote independence, don't know about the pacific islanders, or how far the sovereignty of the reservations extends.

                                Anyone can vote for independence, but since all territories are creatures controled directly by Congress, it's only Congress that decides wehther or not they get indepednece. The votes are advisory only.
