If making English our official language comes with some funding for educating those who can't speak it, then I'm all for it.

Without that, no. Doing so with any meaning (ie, requiring voting materials in english etc.) would violate several amendments to the constitution ...

• The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race (15th)

Among others. Changing voting to be english-only would violate the rights of those not versed in such language, unless adquate effort is made by the State to educate them in such language.
