They are and still will but the demand is beyond what is available in Canada now. The vast majority of the people with the gumption to move have moved already. A very high proportion of the "unemployed" in rural maritmes is now older folks who can't see making such a big life change in their 50s

There is no provincila SALES tax but there is a provincial income tax. A plan by one of the contenders for leadership of the provincial conservatives was to cut provincial income taxes in half for people under 30 as an incentive to get more young workers here
