    2 wards of 8 total (Wards 2 and 3) are mostly contained in 1 police district (District 2). That's not what you said at all.

      You said that 2nd district contained more transitional areas before. If so, then how are you going to claim that 2nd district grew by 40% while they cut its geographic boundaries and the rest of the city shrank by 7-8%?

            Dan, when have I used the word "ward" before now?

            There are 7 districts. You're saying that one of them has 30% of of the population. You're also saying that "most" of 25% of the wards contain 30% of the people

              Sure, dan. The second district grew by 40% even though they cut out the transitional areas that contained all the crimes (let's ignore the fact that the current boundaries included 3 homicides in 2004) and the rest of the city shrank by 8%

                The parts that aren't contained in the "most" are downtown areas and don't have many residents.

                I invoke the principle of rough justice to get from a little less than a third of the population to a quarter of the wards.

                      Look, Dan, the 2nd district is safe enough, I'll grant you that. But it's still got a murder rate that would be on the high side in Western Europe or Canada. Certainly very high for areas in Western Europe or Canada which have similar demographics...

                          I was thinking something like 50-100% higher than a lot of Western Europe, and I'm right.

                              OK, let's say the high 1s or low 2s. That's less than the EU average. I admit that "anything in Europe" could be construed to be inviting a comparison to Norway or whatever rather than something like the EU average, but point is that it's a very safe area akin to Oslo. (Btw, I wonder what happened in Belgium in the '00 - '02 timeframe?)
