There are 7 districts. You're saying that one of them has 30% of of the population. You're also saying that "most" of 25% of the wards contain 30% of the people

OK, let's say the high 1s or low 2s. That's less than the EU average. I admit that "anything in Europe" could be construed to be inviting a comparison to Norway or whatever rather than something like the EU average, but point is that it's a very safe area akin to Oslo. (Btw, I wonder what happened in Belgium in the '00 - '02 timeframe?)
