        Not a single homicide last year west of Rock Creek Park and much of the National Mall and Downtown.

          I also thought about City of God when I first heard about this story


          From the article you posted about the dropping murder rate, that correlates with the goal of the gangs

                  Statistical fluctuation. There were no homicides in that district in 2001 either, but 2 or 3 in other years



                  So call it an average of 2 per annum (stopping at 1998, to save you from 96 and 97)

                  Now how many residents are there in the 2nd district?

                    You can't compare across years because of a change in the PSAs. District 2 used to contain more of the transitional areas.

                    Don't know the numbers on residents. My guess is a little more than 150,000 or a little less than a third of the total population of the city.

                            That's a police district. The 2nd police district contains most of wards 2 and 3 (out of 8 wards total).
