    Yeah...they are. And San Diego, just smiles and takes it. I remember a 100 million dollar recycling plant that was built and was supposed to cost the taxpayers nothing. But it turned out that the city could not supply suitable quality trash and they got stuck for the whole cost. buncha shmucks. And noone cares since the city is so rich.

      All of you *****ing about the American school system don't know what the **** you're talking about. The vaunted Japanese school system doesn't even require kids to go to high school and many kids drop out or never even go to high school, choosing a technical school instead. Like GP said, some kids just aren't cut out for high school and the statistics are going to reflect that even if they don't match up with your naive ideals...

Some call that inspired politiciing but I consider that partisan use of federal funds and it says something about the main stream media that they just reprint those talking points so often.

          I think it was only as late as 1950, that total HS grad rate rose above 50%. So spare us with the Blackboard Jungle angst.

          (I made up the statistic above...but you get my drift. )

            If American parents actually took a interest in their kids education and pushed them to do their homework and etc, education would be a lot better in America.

                      Just out of curiosity, how do they calculate graduation rates in the presence of the relatively high mobility of our population? If you say that 1/3 of the students that entered a high school don't receive diplomas are you taking into consideration the number who moved away during the intervening four years? The only accurate way to measure the high school dropout rate would be to track a group of students from start to finish regardless of whether they stayed in the school district, moved, died, etc.

                        I hope you're not as dumb with your patients. Just get the census information for number of people of a certain age and then total the number of high school grads. DUH! Or you could track each person. If you were a moron.

                                So let's assume that dropping out is a bad thing and that we should do something to deter it. Let's also leave aside how to fix our crappy school systems (and I use the plural because there are different standards in each state). What is the best way to deter kids from dropping out?

                                Time magazine came up with some interesting ideas among them are 1) For dropouts under 18 make it so they can't have a driver's licence 2) Deny work permits to kids under 18 who don't go to school. Are those good ideas?
