a) Given that political discussions on the internet are pretty much intellectual masturbation, that's a specious argument

b) Nothing of actual importance is ever discussed in the US Congress. Anything important gets locked up in commitee and never sees the light of day. Then it gets passed in the middle of the night 6 months later, and only acknowledges the fact that the executive branch has already been doing whatever the law says to do for a decade already. Or if the executive branch hasn't already been doing it, it gets ignored or vetoed.
