Until Chavez is out of power (barring a coup - if there is a coup, the bet is void. Nobody wins)? Well, he might stay in power a long time. So cap it at 10 years? 20?

Venezuela: 31.3%
USA: 12% (it is my understanding that this is now up around 12.5%)
